Syracuse’s stubborn youth crime problem: Does anyone here have the will to act?

Syracuse, N.Y. — On Aug. 12, a group of friends stole a Hyundai Sonata and sped to Parkside Commons, an apartment complex on Syracuse’s East Side.
The four teens, the oldest only 16, were armed with several guns, including one semi-automatic rifle, police said.
